Community Solutions Introduces Two New Program Models within Youth Services
Multidimensional Treatment Foster Care
Baltimore County Maryland welcomes a new service, Multidimensional Treatment Foster Care (MTFC). MTFC is a cost-effective alternative to regular foster care, group or residential treatment, and incarceration for youth who have problems with chronic disruptive behavior. The evidence of positive outcomes from this unique multi-modal treatment approach is compelling.
The goal of the MTFC program is to decrease problem behavior and to increase developmentally appropriate normative and pro-social behavior in children and adolescents who are in need of out-of-home placement. Youth come to MTFC via referrals from the juvenile justice, foster care, and mental health systems.
The intervention is multifaceted and occurs in multiple settings. The intervention components include:
- behavioral parent training and support for MTFC foster parents
- family therapy for biological parents (or other aftercare resources)
- skills training for youth
- supportive therapy for youth
- school-based behavioral interventions and academic support
- psychiatric consultation and medication management, when needed
MTFC is the third program within the nationally recognized Blueprint for Violence Prevention series provided by CSI.

Intensive Family Preservation Services HOMEBUILDERSŪ Model
HOMEBUILDERSŪ provides intensive, in-home crisis intervention, counseling, and life-skills education for families who have children at imminent risk of placement in state-funded care. It is the oldest and best-documented Intensive Family Preservation Services (IFPS) program in the United States. Our goal is to prevent the unnecessary out-of-home placement of children through intensive, on-site intervention, and to teach families new problem-solving skills to prevent future crises.
Intensive Family Preservation and Reunification Services are for families with children from birth to 17 years old, who meet the eligibility criteria described below.
HOMEBUILDERSŪ therapists work with high-risk families involved with the child protective services system. The goal of the program is to remove the risk of harm to the child instead of removing the child. The program gives families the chance to learn new behaviors, and helps them make better choices for their children. Child safety is ensured through small caseloads, program intensity, and 24 hour a day service availability.
